The Exrah are a fiercely predatory species that the EI deemed unworthy of joining the Ur Hegemony. Although their society is structured as Business Groups, megacorporations that function as ultra-capitalist countries, and interstellar trade is their main economic activity, the Exrah are duplicitous and deceitful, and they respect neither market nor business rules.
They exploit and abuse every single species they do business with, to the point of making their economies collapse, depleting their resources, and destroying their environment, and once they’re done, they move on to the next system where they’ll start the same process all over again.
At first, the Exrah Commissariat, the Business Group that has a contract with the Ur Hegemony, didn’t actively engage in military operations because of the incident with the Concordat (the first Exrah Business Group that had a contract with the Hegemony and tried to swindle it, with deadly consequences). However, as the offensives in the open conflicts against Humanity and the Tohaa escalated, the Combined Army requested their services to support its forces in certain operations.
Under this new contract, the Commissariat provides rapid support teams that it can deploy out of any of the countless ships it has scattered throughout most of the known systems. However, the Concordat’s old sins and its betrayal cast a long shadow, so it’s very rare that these teams of the Commissariat’s War Contract Department are allowed to operate autonomously on the ground without some form of direct supervision.
WCD BASE OPERATORS
As their name suggests, Base Operators make up the bulk of the Exrah War Contracts Department’s forces. They’re all cut from the same cloth, which is unfortunate because it’s a truly evil and sickening cloth. Base Operators embody the stereotype of the Exrah corporate agent perfectly: they’re competitive, ambitious, smug creatures. These highly aggressive Ephemerals are eager to do whatever it takes, unfettered by any qualms or limitations, to accomplish their given mission and move up the career ladder.
WCD VOID OPERATORS
Void Operators are the commercial agents of the Commissariat Fleet. Considering that this corporation focuses on space commerce—or rapacity, as its many detractors would point out this is a high position in its hierarchy, since the Commissariat depends on its ships and space stations to conduct its most important business operations.
This is the root cause of these Ephemerals’ arrogance, and the reason why they’ll always enter a room with an insufferable smug attitude that they’ll only tone down in the presence of their Perennial superiors, because the Void Operators know that without them the fleet wouldn’t be able to function. Void Operators pilot the shuttles, crew the orbital stations, and repair the satellites, but their primary role is to conduct military operations in deep space.
WCD VECTOR-OPERATORS
Vector-Operators are the vanguard of commercial operations in new territories for the Exrah Commissariat’s War Contract Department. In their paramilitary role, Vector-Operators act as saboteurs, agitators, and terrorists, sowing chaos and confusion to open up new markets for the Commissariat’s products. In their military role, Vectors are highly trained elite commandos, experienced in the use of assault weapons and close quarters battle techniques.
EXOs, EXRAH WCD EXECUTIVE OFFICERS
Perennials are freaks of nature. It’s not clear whether they are the evolution of an alpha predator or that of a highly evolved scavenger, because both types coexist in them in an exceptional way. Unscrupulous and lacking the slightest empathy—except for the modicum they need to negotiate effectively with any species other than their own—Perennials are ultimately responsible for all the damage that the Exrah have caused across the galaxy.
