HVT, what is it?
HVT stands for High Value Target and represents a civilian (or non-combat character) and due to knowledge, position, or any other reason, is an important asset to the two forces in conflict.
It is a way of placing on the game table an element that allows the players to obtain additional target points during the missions.
For rules purposes, the civilian rules can be applied. Infinity troops can interact with civilians to achieve success in their missions. To do this, they must perform a CivEvac (basically the troop synchronizes with the civilian and is part of their active turn).
Also, there are other elements that we must take into consideration when playing with civilians on the table.
First of all, we consider a civilian to be a game element (it has a troop profile but does not belong to the Army List of any of the armies in play).
That is why they cannot be part of any Combat Group nor do they contribute an Order to the game Orders Reserve.
Also, if there is no special rule stating so, civilians are neutral and on the table do not block Line of Sight.

What HVTs are there in Infinity?
ALEPH is represented by its spokespersons, the High Functionaries. These also serve as consultants and advisors to international organizations.

Avicenna, Mercenary Doctor, is a splinter AI that lives on the run, escaping from ALEPH, but if you run into her you might be able to hire her as a mercenary.
